The 30-year-old could be made available by the Rams should they recapture Jason Shackell from Burnley. New boss Paul Clement has already added Alex Pearce and has Richard Keogh in that department, too.
Buxton was a regular in 2013-14, as Derby reached the play-off final, but last season was disrupted by injuries.
Blues could well be on the look out for a centre-back after missing out on Rob Kiernan and releasing Gavin Gunning and Will Packwood, and Gary Rowett may be preparing a bid, according to the Derby Telegraph.
