President Muhammadu Buhari has announced a professor of political 
history and international studies, Mahmood Yakubu, as new chairman of 
the Independent National Electoral Commission (INEC) read more. 
 
Yakubu, a professor of political history and international studies, was 
Executive Secretary of the Tertiary Education Trust Fund.

He is an expert in guerrilla warfare, terrorism and counter-terrorism. 
 
He was an Assistant Secretary, Finance and Administration, at the 2014 
National Conference under the Jonathan led administration. 
 
Professor Yakubu, is the first and only first class graduate of history 
from the North till date,who was on secondment from the Nigeria Defense 
Academy where he was a lecturer to the Federal Ministry of Education. 
 
He was a member of the very dynamic Oby Ezekwesili Educational 
Transformation Team which received plaudits from Nigerians for their far
 reaching recommendations for the turn around of the fortunes of 
education in Nigeria.

President Muhammadu Buhari on Wednesday approved the appointment of 
Mrs. Winifred Oyo-Ita, as the acting Head of the Civil Service of the 
Federation. 
 
A statement by the Director of Press and Public Relations in the Office 
of the Secretary to the Government of the Federation, Mr. Bolaji 
Adebiyi, said the appointment took effect from Wednesday, October 21, 
2015. 
 
Oyo-Ita was, until her appointment, the Permanent Secretary, Federal Ministry of Science and Technology.

She hails from Odukpani Local Government Area of Cross River State. 
 
The statement described the appointment as “a testimony of Mr. 
President’s implicit confidence and trust” in her ability to discharge 
the responsibilities of the office of Head of the Civil Service of the 
Federation. 
 
The Presidency had on Tuesday clarified the exit of the erstwhile Head 
of Civil Service of the Federation, Mr. Danladi Kifasi, which it 
described as “retirement.” 
 
The Special Adviser to the President on Media and Communications, Mr. 
Femi Adesina, made the clarification in an interview with our 
correspondent in Abuja, amidst speculations that the HoS was sacked. 
 
Adesina had said, “The Head of Service is due for retirement in December and so he is proceeding on his terminal leave.” 
Kifasi was appointed HoS by ex-President Goodluck Jonathan on August 13, 2014.

The Akwa Ibom State Governorship Election Petition Tribunal sitting 
in Abuja has ordered the Independent National Electoral Commission to 
conduct fresh governorship election in 18 out of the 31 local government
 areas of the state.

The Justice Sadiq Umar-led panel, in its judgment, held that over 
500,000 registered voters were disenfrachised in the 18 local government
 areas including Uyo, the state capital, during the April 11 
governorship election. 
 
It held the petition filed by Okon Umana of the All Progressives 
Congress‎ challenging the declaration of Udom Emmanuel of the Peoples 
Democratic Party as the winner of the April 11, 2015.

A footage filmed by a passerby appeared on Weibo, China's equivalent of 
Twitter showing an angry woman damaging her husband's BMW with a hammer.
 
 
The incident took place in a car park in Shenzhen, southern China, at 
around 6pm local time on October 19. According to witnesses, she was 
heard saying:

Manchester City maintained their grip on top spot in the Premier League 
with Raheem Sterling scoring his first professional hat-trick in a 5-1 
victory over AFC Bournemouth at the Etihad Stadium. 
 
Even without the injured Sergio Aguero - who scored five goals in 22 
minutes last time out against Newcastle United - City showed no sign of 
bluntness in attack, with England forward Sterling starring with his 
first-half treble and Wilfried Bony scoring twice.

Bony, who replaced Aguero up front, set up Sterling for the opening goal
 in before capitalising on a mistake from Adam Federici to add one of 
his own in the 11th minute. 
 
Bournemouth pulled one back through Glenn Murray in the 22nd minute, but
 Sterling was on target again before the half-hour mark. 
 
City, who were also without injured duo Aleksandar Kolarov and David 
Silva and had captain Vincent Kompany among their substitutes, hit the 
bar through Kevin De Bruyne before Sterling made the most of some 
dreadful Bournemouth defending to complete his hat-trick on the stroke 
of half-time. 
 
Manuel Pellegrini's side took their foot off the gas in the second half,
 but Bony rounded off a comprehensive victory with a smart finish in the
 89th minute as City kept their two-point advantage over Manchester 
United at the top before Arsenal face Watford in Saturday's late game. 
 
After having a solid penalty claim for Nicolas Otamendi's challenge on 
Dan Gosling denied, Bournemouth's disappointment was compounded when 
they found themselves behind inside seven minutes. 
 
Fernandinho's cross-field pass was kept alive by Pablo Zabaleta on the 
byline, with Bony helping his header on to Sterling who supplied the 
finish at the back post. 
 
City doubled their advantage soon after when Bony capitalised on a calamitous spill from Federici to slot into the gaping net. 
 
Murray stunned the home crowd by pulling one back in the 22nd minute 
when he capped a neat Bournemouth move, finding the bottom corner with a
 shot from the top of the box that deflected off Eliaquim Mangala. 
 
But City's two-goal cushion was restored in seven minutes later as De 
Bruyne picked out the run of Sterling, who committed Steve Cook and 
Sylvain Distin before stroking beyond Federici. 
 
The Bournemouth keeper produced a fine stop to tip a De Bruyne effort onto the crossbar in the 45th minute. 
 
However, he was partially to blame as Sterling completed his hat-trick 
in first-half stoppage time, firing home from an acute angle after Jesus
 Navas made the most of miscommunication in the Bournemouth defence but 
saw his initial strike saved. 
 
Sterling had two chances to add to his tally early in the second period 
but was unable to take either, stabbing the latter wide of the target 
after a clever pass from Bony. 
 
Bournemouth maintained a solid defensive shape for the remainder, but 
Bony grabbed his second of the game late on to complete a resounding

Former governor of Akwa Ibom state, Godswill Akpabio, has returned to
 the Economic and Financial Crimes Commission (EFCC) for more 
questioning after he was allowed to go home Friday night. 
 
Akpabio is presently the incumbent minority leader of the senate, 
arrived the EFCC at about 11:45 a.m., accompanied by his counsel and 
Senior Advocate of Nigeria, SAN, Rickey Tarfa and some aides. 
 
A citizen’s petition, not an investigation by the EFCC was the reason the agency invited Akpabio to its office Friday. 
 
The citizen, Leo Ekpenyong, an Abuja based lawyer accused Akpabio of stealing N108.1billion of Akwa Ibom funds. 
 
In the petition dated June 22, 2015, Mr. Ekpenyong had stated that 
between January and December 2014, the ex-governor colluded with two of 
his personal aides to steal a huge sum of N108.1 billion from the 
state’s treasury. 
 
According to him, “Between January –December 2014, it is on record that 
the trio of Godswill Akpabio, Mr. Etekamba Umoren and Mr. Udo Isobara, 
made illegal but substantial withdrawals of cash from a designated state
 government-owned account with Zenith Bank with account number: 
1010375881 amounting to N22.1 billion”. 
 
“It is worthy of note that reasons for such ungodly cash withdrawals 
against financial regulations and due process laws range between sundry 
use and unjustifiable expenditures by Akpabio and his numerous 
surrogates and proxies. 
 
“For example, a whopping N18 billion was withdrawn fraudulently from the
 state FAAC account with the United Bank for Africa in tranches of N10 
million and above by Mr. Isobara in a surreptitious manner to conceal 
their dishonest intention.” 
 
In the period under review, the petitioner added that the ex-governor 
also withdrew a huge sum of N18 billion from the state account under the
 guise of special services, reception of very important guests and 
sundry items. 
 
“The cumulative aggregate of these monies stolen by Akpabio from the 
coffers of government as pocket money is the annual budget of some 
states in Nigeria put together.” 
 
Among the properties, which the petitioner claimed the ex-governor 
acquired through proxies include, a multi-billion naira mansion at Plot 5
 Ikogosi Spring Close, off Katsina-Ala Crescent, Maitama-Abuja; a 
multi-billion naira maisonette at Plot 28 Colorado Close, Maitama, Abuja
 and another multi-billion naira mansion at 22 Probyn Road, Ikoyi, 
Lagos. 
 
Others include a multi-billion naira property at Plot 23 Olusegun Aina 
Street, Parkview, Lagos; a multi-billion naira 25 storey building and 
others in Lagos.Former Governor of Akwa Ibom State and incumbent Senate 
Minority Leader, Godswill Akpabio, was on Friday quizzed by the Economic
 and Financial Crimes Commission (EFCC) over allegations of financial 
impropriety levelled against him. 
EFCC operatives stormed Akpabio’s Abuja residence Friday evening to invite him to their office.

The Joint Task Force (Operation Salama) in Jigawa, has arrested 10 
suspected suppliers of fuel to Boko Haram members in Birniwa local 
government area of the state. 
 
Brig.-Gen. Hamisu Hassan of Command 3 Brigade of the Nigerian Army, in 
charge of Kano, Katsina and Jigawa states, made the disclosure on Friday
 while parading the suspects in Birniwa town. 
He said that the suspects were nabbed while filling their jerry cans with petrol at midnight of Thursday in Birniwa.

He said that the suspects were arrested based on surveillance and intelligence report. 
 
He said that due to the ban on the sale of petroleum products in jerry 
cans in Yobe, Borno and Adamawa, the suspects travelled to Birniwa in 
Jigawa to buy the fuel. 
 
Hassan said that preliminary investigation revealed that some of the 
suspects were from Nguru while the others were nationals of Niger 
Republic. 
 
He said that two of the 10 suspects were minors below the age of 14. 
 
He said that items recovered from the suspects included 33,000 litres 
truck filled with Premium Motor Spirit (PMS), 40 jerry cans loaded with 
PMS, 188 empty jerry cans and Toyota Land Cruiser. 
 
The Commandant said that the suspects would be handed over to relevant security agencies for further investigation. 
 
He warned owners of filling stations not to sell fuel in jerry cans 
which could be used to aid the activities of Boko Haram insurgents. 
 
Hassan appealed to state governments to cooperate with the Army to combat insurgency in the country. 
 
He reiterated the determination of the Nigerian Army to end insurgency 
by the December deadline set by President Muhammadu Buhari.</div>

A citizen’s petition, not an investigation by the EFCC was the reason
 the agency invited Senate minority leader and former governor of Akwa 
Ibom State, Godswill Akpabio to its office Friday. 
 
The citizen, Leo Ekpenyong, an Abuja based lawyer accused Akpabio of stealing N108.1billion of Akwa Ibom funds.

In the petition dated June 22, 2015, Mr. Ekpenyong had stated that 
between January and December 2014, the ex-governor colluded with two of 
his personal aides to steal a huge sum of N108.1 billion from the 
state’s treasury. 
 
According to him, “Between January –December 2014, it is on record that 
the trio of Godswill Akpabio, Mr. Etekamba Umoren and Mr. Udo Isobara, 
made illegal but substantial withdrawals of cash from a designated state
 government-owned account with Zenith Bank with account number: 
1010375881 amounting to N22.1 billion”. 
 
“It is worthy of note that reasons for such ungodly cash withdrawals 
against financial regulations and due process laws range between sundry 
use and unjustifiable by Akpabio and his numerous surrogates and 
proxies. 
 
“For example, a whopping N18 billion was withdrawn fraudulently from the
 state FAAC account with the United Bank for Africa in tranches of N10 
million and above by Mr. Isobara in a surreptitious manner to conceal 
their dishonest intention.” 
 
In the period under review, the petitioner added that the ex-governor 
also withdrew a huge sum of N18 billion from the state account under the
 guise of special services, reception of very important guests and 
sundry items. 
 
“The cumulative aggregate of these monies stolen by Akpabio from the 
coffers of government as pocket money is the annual budget of some 
states in Nigeria put together.” 
 
Among the properties, which the petitioner claimed the ex-governor 
acquired through proxies include, a multi-billion naira mansion at Plot 5
 Ikogosi Spring Close, off Katsina-Ala Crescent, Maitama-Abuja; a 
multi-billion naira maisonette at Plot 28 Colorado Close, Maitama, Abuja
 and another multi-billion naira mansion at 22 Probyn Road, Ikoyi, 
Lagos. 
 
Others include a multi-billion naira property at Plot 23 Olusegun Aina 
Street, Parkview, Lagos; a multi-billion naira 25 storey building and 
others in Lagos.Former Governor of Akwa Ibom State and incumbent Senate 
Minority Leader, Godswill Akpabio, was on Friday quizzed by the Economic
 and Financial Crimes Commission (EFCC) over allegations of financial 
impropriety levelled against him. 
EFCC operatives stormed Akpabio’s Abuja residence Friday evening to invite him to their office.

In a wide-ranging and exclusive interview with Al Jazeera English’s 
flagship current affairs show, ‘UpFront’, Nigerian president Muhammadu 
Buhari pledged to defeat Boko Haram by December but also acknowledged he
 would be willing to negotiate with the group to secure the release of 
the kidnapped Chibok schoolgirls. 
 
“They have to prove to us that they are alive, they are well, and then 
we can…negotiate with them,” President Buhari told ‘UpFront’ host Mehdi 
Hasan. “We said it and we meant it. If we are satisfied that the girls 
are alive.” 
 
When asked whether he would offer financial payments, or a prisoner 
release, to Boko Haram in return for the girls, Buhari did not rule out 
either option. “Well it depends on the negotiations with the leadership 
of Boko Haram.” 
 
The president has pledged to defeat Boko Haram by the end of 2015 and 
told Hasan: “As soon as the rainy season comes, which is by the end of 
the year […] Boko Haram will virtually be out of their main stronghold 
and that will be the end of it [….] Attacks by Boko Haram on townships, 
on military installations, will certainly stop.” 
 
If Boko Haram isn’t defeated by December, however, Buhari said he “will not resign”. 
 
“I will be determined to stay and fight it out.” 
 
The president claimed not to have seen the Amnesty International report 
from June 2015,‘Nigeria: Stars on their shoulders: Blood on their 
hands’, in which the human-rights group documented abuses, torture and 
unlawful killings by the Nigerian armed forces and urged the government 
to prosecute a group of officers and senior commanders. “I haven’t 
received that report personally,” said Buhari. “If I get those 
documents… I assure you that I will take action as Commander in Chief.” 
 
In the past, Buhari has been quoted as saying he supports “thetotal 
implementation of the sharia in the country” but he told ‘UpFront’ that 
“Nigerian law does not allow for” so-called sharia punishments, such as 
stonings and amputations, adding: “I cannot change it. I haven’t been 
voted by [a] majority of Nigerians to change Nigerian constitution.” 
 
Asked about his record as a military dictator in the mid-1980s, and the 
alleged human-rights abuses which occurred on his watch, Buhari said: 
“If there is any injustice that can be proved against me when I was 
there, I will gladly apologize.” The president refused, however, to 
concede that his now-notorious ‘war against indiscipline’ in the 1980s 
featured any such “injustice”.

APC Argues With Fayose About Ex-deputy Gov’s Tomb

The All Progressives Congress (APC) of Ekiti State accuses Governor Ayodele Fayose of desecrating the tomb of the late deputy governor of the state, Funmilayo Olayinka, The Punch reports. 
The source notes that Olayinka served as deputy to former Governor Kayode Fayemi between October 16, 2010 and April 6, 2013, when she died of cancer.

The APC in its statement by local chairman D.O. Adigun says that the party expressed reservation that Fayose was building a women centre within the confine of the park and almost right on the tomb.
The statement announces:  “To us, this is a disservice and deliberate, extreme partisanship to fight and dishonour Moremi even in death. There are lots of open and undesignated spaces across the state capital that could be used for the so-called women centre”.
In his reply Fayose said that building a four-storey edifice (Women Development Centre) in front of the late deputy governor’s tomb could not amount to desecration.

He explained that the WDC being built in honour of the late former deputy governor would serve as a centre for addressing issues relating to women in the state.
“To Governor Fayose, dumping the late deputy governor’s corpse in an open space with no benefit to the people is not enough. Rather, while the tomb remains where it is, the government has deemed it necessary to put up an edifice in front of the tomb in her honour and for the benefit of women in the state.If the APC people in the state are seeing that as desecration of her tomb, too bad,”  he added.

BREAKING: Naira Crashes To 241 Against Dollar

On Monday the naira hit another record low of 241 against the dollar at the parallel market, Reuters reported. 
The source notes that the ban on importers from accessing the Nigerian foreign exchange markets for the importation of 41 items had led to the volatility of the naira-dollar exchange rate at the black market.

Nigeria’s currency has fallen by 10.5 per cent from 218 to 241 against the greenback since June 23.
According to foreign exchange dealers, the artificial scarcity of the United States currency still pervaded the market.
Financial experts say the CBN need to devalue the naira to allow the local currency achieve an equilibrium price against the dollar.
However, the CBN stated that it would not be focusing on the thinly-traded parallel market when determining the exchange rate, adding that people preferred to use the unofficial market for undocumented transactions.

“Foreign investors had been on the sideline, waiting for the CBN to devalue the naira before investing in naira-denominated assets.Local and foreign analysts had predicted that the naira might hit 250 against the dollar at the parallel market any time soon if the artificial scarcity trend continued,” the source says.

The CBN appears to be in a fix as the spread between the official and parallel market continues to widen by the day.
Reuters notes that on Monday stocks fell to a more than three-month low and the naira.
